John Hejduk and Berlin’s architectural consciousness

Is it in spite of or because of the impressive extent of building activities Berlin has witnessed over the past 20 years that the city’s architectural heritage is handled somewhat negligently? Latest victim: John Hejduk’s “Kreuzberg Tower”. Ok, we wouldn’t to live in that thing either, but at least it’s got character.
